PPWR-Compliant Packaging: How to Do It?

The new European Packaging and Packaging Waste Regulation (PPWR) will take effect on 12 August 2026. The main goal of this legislation is to reduce packaging waste, promote reuse, and enhance packaging recycling. 1. The Eight Key Pillars of PPWR in Brief

PPWR can be summarised into eight key pillars:

  1. Restriction of hazardous substances
    • (For example, restrictions on PFAS, heavy metals, and other harmful substances)
  2. Recyclable packaging (designed for recycling)
    • Packaging must be easy to separate and recycle
  3. Minimum percentage of recycled material
    • A mandatory percentage of recycled plastic, mainly post-consumer recycled (PCR) content
  4. Compostable packaging
    • For specific applications, such as certain food packaging
  5. Minimal packaging volume
    • As little material and volume as possible, without compromising product protection
  6. Reusable packaging
    • Packaging that can be used multiple times, often with return logistics
  7. Labelling and information
    • Clear disposal instructions, indication of recycled content, etc.
  8. From directive to regulation
    • Directly applicable across all EU member states, leaving no room for national deviations

2. Topa’s Primary Focus as a Wholesaler and Producer: Pillars 2, 3, and 7

As a supplier of packaging materials, Topa prioritises the following pillars:

  • Pillar 2: Recyclable packaging
    We aim to offer only fully recyclable packaging, such as 100% cardboard or easily separable composite materials.
  • Pillar 3: Minimum percentage of recycled material
    From 2030, stricter regulations on recycled plastic content will apply. Topa is adjusting its product range accordingly to ensure customers remain PPWR-compliant in time.
  • Pillar 7: Labelling and information
    As a packaging producer, Topa ensures that all products have the correct labels and disposal instructions. We verify that everything meets PPWR compliance, so you can be sure that you are purchasing fully compliant packaging from us.

3. For You as a Customer: Pillars 5 and 6 Are Key

The PPWR requirements will primarily affect you in the following ways:

3.1 Minimal Packaging Volume (Pillar 5)

  1. Switching from complex multi-material packaging to mono-materials
    • This makes separation and recycling easier while reducing unnecessary waste.
  2. Using variable boxes instead of standard sizes
    • This minimises empty space, reducing the need for filling materials, leading to lower waste and cost savings
  3. Using thinner but stronger stretch film
    • This reduces plastic consumption while maintaining load stability
  4. Inventory management and transition
    • We recommend using up non-PPWR-compliant stock in time to avoid leftover inventory when the deadline approaches

3.2 Reusable Packaging (Pillar 6)
